Not allowed:

- To have over three rows signature
- To have more than one user bar in signature
- To mess the board

- To create phantom users

How is it contradictory? Sure, it's not very well articulated, but the meaning should be clear: To ask other people to send you replays or levels publically (that is, to ask in a topic in the forum) is not allowed; however, asking other people by PM is fine.
