I knew about Elma Done Quick a few days after it was released (and I wasn't visiting Moposite often, which was the only site about Elma I visited) but actually I want to merge replays.

How is it contradictory? Sure, it's not very well articulated, but the meaning should be clear: To ask other people to send you replays or levels publically (that is, to ask in a topic in the forum) is not allowed; however, asking other people by PM is fine.

No, in my opinion abula formulated that "you ask people levels and recs in public by messaging them in private", while I even know he meant something else.

And yes, that above sounds contradictory to me.
