Depends on the quality of the bounce. Your implication is based on a false antecedent.
The fact that it's a bug bounce does not imply that a normal (or acceptable) bounce can't be done faster.
And even the case being, Stini's bounce was accepted so there's no actual full-proof reason why any better bounce should be rejected.

A typical 'bug', as everyone feels, implies that the bike leaves the object faster than when it has arrived at it, simply unnatural movements...that being said this rule can be up for interpretation and this has come up many times regarding enigma specifically...even on pipe where stini had finished with the 'pipe bounce' it was too buggy and not accepted, even though very similar to talli's case, it was a controlled move and had been executed similarly multiple times by stini himself.

I just find this grey area of buggy and not buggy something that needs to be resolved, there's only a few ways to do this..

1) Don't accept bounces. Period. (obviously not practical and doesn't help with the advancement of better times, also erases value of many wrs)
2) Accept ALL bounces, bugs or none as long as they are within reason (ie. the player has other replays supporting that their movements were intentional, so no bounces like in islands in the sky going all the way to flower hehe)
3) Rather than have one person decide whether or not the rec is legit, have an official panel that reviews it in detail, and if a review is made by this panel, have the results published with an explanation of why the rec was accepted/rejected.

I upload my state.dat on stats.elastomania.ru. I've probably uploaded 3 different state-files there, but get all my best times. You don't get those nice stats and all, but you get your tt :p
