why is it allowed to say stay on topic

i know that i was banned partly for saying stay on topic, but the moderators keep iterating this in the forum. i wonder why it is allowed, and why they dont say it in private? should you say it in private or should you say in forum to ppl to talk in private?

then why lock this topic? you're abula.
