Ciph drove 17,9x when the wr was 18,02 in hooked but his wheel "popped" and actually didnt give him that much speed and it was considered a bug

To me it seems the kuski gains more speed than he originally had, so that means bug, right? if thats the rule, then both luthers and stinis are bug...
