it isnt the speed that decides this... Ciph drove 17,9x when the wr was 18,02 in hooked but his wheel "popped" and actually didnt give him that much speed and it was considered a bug ill share the rec if i find it i think it wasnt ciph, it was mengerle and it did give him extra speed ciph...
