Experiment with the F keys (F1, F2, ..., F12), you'll understand fast enough.

examples:
F4: download battle level
F5: show online players
F6: show battle standings
F9: chat
F11: download winning rec
F12: Reconnect

to start battle, use startbattle.exe in your belma folder.

When you press F5, do you see a list of names? or is it blank? Because if you don't see a thing, you might have some router issues to fix.

you can verify these things first:
- In belmaServerConf.exe, "play offline" is not checked.
- Your firewall is not blocking belma.exe

You can also take a look here: http://zworqy.com/elmawiki/index.php/Installing_Belma
and here: http://zworqy.com/elmawiki/index.php/FAQ

or more generally, here: http://zworqy.com/elmawiki/index.php/Main_Page

i guess the problem may be that someone changed default F1-F12 keys to something else..
if you can see others chatting, F9 should work too

It might be worth - in BelmaServerConf - fixing the default keys as mila suggested.

Also check you have F lock on :)

Do you see the "Players online" text or do you even connect to the server? It should be informed in the top of the screen if you connected or had some kind of problem, mostly tcp connection error. And yes, f-lock, the worst invention ever also has to be on if mind using f-keys. ;o
