i wrote this app to edit lgr files: https://lgrstudio.janka.la/
you can add/delete pictures, edit picture properties and replace picture data by drag and dropping a .pcx in the single image view. it doesn't have much lgr file validation so you kinda have to know what you're doing. i wrote it really quickly in a couple of days so if you find any bugs or you have some feature requests you can report here or in github.

at the moment files are not stored anywhere so if you refresh the app you will lose all the data/changes. you can save edited lgr by clicking export lgr or you can download all pcx files in zip format etc. i'm sure you can figure it out. it works 100% offline so you can install it as an app to your computer or something.
