Have you extracted them in the /lev directory?

No. Just put levels to ...\elastomania\lev and read the readme.txt from 1.11h.

To make levels you go to editor and create a level pretty easy to use :P

It takes a long time to master the editor

your level packs don't work because you do not have the levels.
http://www.moposite.com/downloads/levels/other/olp.zip OLP
http://www.moposite.com/downloads/wcups/levels/ world cup levels
http://213.237.35.1/acrossdk/stuff/lost_internals.zip lost internals
http://www.grafopoint.com/ALP.zip ALP
http://213.237.35.1/acrossdk/hibernatus ... ontest.zip across levels
http://213.237.35.1/acrossdk/contest/ol ... levels.zip oldschools.
(if link don't work try save target as)
all you need to do is get those levels and extract them to your /lev folder. then when you open elma and choose the levpack you can see the levels there.

to make your own open the elmaconf.exe and click add. then say your level names are level01, level02, level03, level04 etc. first slot you put maby 'my levels', second slot 'level??' (yes questionmarks), third slot e.g 'my levels'.
then when you open elma and levpacks you can find the levels with name level?? (??=anything with lenght of 2). then when you exit elma there is file my levels.txt where you can see the times of the levels.

edit: thx kopaka /lev not /rec
