Community Award, Possible?

I think we need a community award every 3 months or somthing along those lines.

For people who have done somthing great in the community!
Instead of them being in KOM you have this award.

Yeah, I can kinda see what you mean...but itd just be like another KoM...you can win KoM for a contribution

As BarTek implied, there's a community award in the annual Golden Apple Awards. And I can't see a good reason as to why community favors should not count in KOM.
